New York.—A cable to the Sun from Pekln .-says: Dr Minimi yon Schwartzenstein, the German Minister, is negotiating with the Chinese authorities to get them to make regulations which will enable Germane to open mines In Shantung that were promised to them In the concession granted In 1899. He despairs of reaching an agreement, as the Mining Board, which many foreigners declare to be Incompetent, lists already submitted regulations providing that the mines shall pay four separate taxes, namely, liking and export and output taxes, and a tax on profits. The Board also wants the mines to pay the salaries of Chinese directors.

Taxes on output and profit and paying salaries to Chinese director are conditions that are regarded as prohibitory. lf those proposals are adopted by the throne, it will be necessary to submit a treaty revision to Commissioner!! at Shantung fo for approval.
