Unless they are selling it, I don't see a problem. Aren't these theme meant to be share? Once uploaded to any site, it's for public use. It would be nice for any sites to give proper credits where it's due.

yes our themes are meant to be shared but at the same time credit should be given to the author/creator of the theme itself. if credit is not given then it is considered stealing. would you want something taken from you or be used that was yours and you not be credited for it?
