What program did you use to create it? and how?

jonte - just resize using any "good" graphics application i.e photoshop, paint shop pro etc....

@jonte, yep adonis is right... well for the case of your image, I scaled the image and soften it a bit by blurring the image because the pixels got larger...all with the use of Adobe Photoshop 7.0.... really very easy...
