Does that program you using allow you to cut video and without losing quality?

Yes you can but isn't that good. You can set start and end point with 2 ways as I sawing but isn't that useful because you can only set it by seconds (I prefer by frame) and you can't add any effect, for ex. fade. I prefer to use Windows Movie Maker for that
As for the quality, yes it remains the same
