I found only a SIS Creator it's a free program but it's a bit dificult to work with it.

you can`t convert zip to sis.zip is an archive file and sis is a system(executive) file.the only function of zip file is to compress data,not to run any program.
It's like converting an Apple into a banana, doesn't happen and not possible.
