I aggree with you, and people do see things differently. Some (or a lot) would not see a topless girl as p*** in any way.
As long as it doesnt "jump-up" in your head when watching the picture.
I also do photography, meaning also shooting n*** persons, but I dont see that as x-rated in any way neither. I also do croquis drawing (drawing n*** persons),..thats not p*** neither.
of course it also depends on HOW the picture is taking and the models pose,.. if its "legs wide spread",,.YES, then its p***, or something like that.
If the girl or man sits or just stands with no clothes on, then its certaintly not p***,..its n***** yes

I've also done themes (for eg T610) and several wallpapers for windows showing "something", but most certainly not p*** in any way at all.
I also think its a great thing to have rules/a standard, in a site like this, with all these themes. There have to be certain rules at a site, and this is just one of them.
If I want to do other themes, I can always post them on my own site,..or, for that matter, on a lot of other sites, hehe :-D
Theres a lot of themes out there for eg T610 etc, that contains x-rated stuff.
As Vlamm is saying, its got nothing to do with people being reluctant, its just called "following the rules of the place you are in".
Anyone of us could of course do such themes, just not on M9
