concerning the other thing,is it possible that there is software like the theme creator but for softwares?

i've found a player which is capable of doing this,it's the WMA10PLUS for the S60 2nd platform.but i don't know whether it's here in M9 or what.i can upload it but i need someone to tell me if there are certain rules concerning uploading.
