What program do i need to make the mp3 ringtones for the s700i phone? because i tried convertin a wav into mp3 and it didnt sound right...

Well, I would recommend using Audiograbber/Audicatalyst. You didn't mention what is your source (Audio CD, plain wav,...)...
What software did you use for conversion? The standard conversion codec used is LAME (if you used something else, that's probably why it didn't sound right)...
The third thing you need to think of is the size of the ringtone (1:00 mp3 ringtone will be 400-500 Kb)
