hei there, like to know is there any program or software that can have the full song but reduce the file sizes of Mp3 ?

Download the prog. first, then, download the codecs. Do download the mp4 codec to get best compression.
Also, u can use Nero Wave Convertor.

When you reduce a 192 mp3 into 64 mp3 joined stereo then the sound will be very bad!
Try downloading the mp4 codecs, they are better, and dont go below 128-96 bitrate to have the sound quality at a decent level!
