Hi,
The network providers are having the ability to lock the cell phone so that it will not respond to a SIM card from another service provider. They do this for competitive purposes, but the practice is deemed unfair by many. When the cell phone is purchased and owned by you, you have the ability to change the SIM card and use the phone on any other network that you prefer to use. This allows the phone to be used when traveling, especially in foreign countries without paying excessive roaming charges.
For getting unlock code for your mobile iphone 4 I suggest you to visit the website named http://www.simpleunlocking.com/ where they provide unique unlock code for our selected model.

I also agree that its really unfair to the iPhone users to get their phone locked for changing the SIM. However, if you are also facing such kind of problems, then the best thing to do here is to get your iPhone unlocked. Yes, its true that once your iPhone is unlocked you can use any SIM you want to. Here is one link of such site which can help you to unlock your iPhone: http://www.unlockiphonetips.com/.
