Mobile9 does not charge you in any way at all.
However, if you download files using WAP your phone service provider (e.g. T-Mobile, Orange, Vodafone etc) may charge you depending on the package you are on, for the internet access to access the file. If you download using your computer and the internet connection you used to view this post. Then transfer the file using a data cable, infared or bluetooth dongle etc to your phone then the only cost you should face is from your Internet Service Provider. In most situations people are already paying for this as internet access is not normally pay as you go. The other situation is you may download an application for your phone e.g. a java application, that needs to access the internet to operate. Again, mobile9 does not charge you anything, however, your phone service provider may as mentioned above for internet access. Also, you may download an application for your phone that is just a trial, to get the full version you may need to pay for it. Just like PC software. If we don't charge you then how do we pay for the hosting and running?
Why the long post? We do not want to mislead anyone, thus we have attempted to explain any reason you may get charged for something above. As i said mobile9.com does not charge you a penny.
